Discord and an AI-generated Cabinet Minister

A free press, free elections, the parliament, and an independent judiciary have in some places been reduced to commodities by the free market of corporate globalisation. The neo-liberal capitalists have cracked the code. They have grasped the practices of infiltrating the instruments of democracy. But today, to maintain democracy, it is becoming increasingly vital to control social media.

Nepal, a country of thirty million souls sandwiched between India and China. When the government of Nepal issued a ban on popular social media platforms, the Gen-Zs of Nepalese society took to the streets with fabric banners and paper placards.

The ban fanned unhappiness among the “Inforgs” of Nepal. Soon, the ban fuelled restlessness as fierce as the cane fires of crop time in Couva. With a single spark, the debate on dissatisfaction shifted from the deprivation of online life to a broader discourse on corruption and unemployment. Out of the blue, sheets of fire billowed from the broken windows of the Singha Durbar in Kathmandu.

The vaulted ceilings of the mansion house of the country’s leader echoed not with the sounds of Dhyāngro shamanic frame drums and the quivering feet of Chudka and Kauda dancers. Instead, the shrill of iron gates was followed by the thunder of muddy feet. Some smashed windows and artefacts, others clutched luxury bedsheets and brand-name slippers for their mud-covered toes and soles.

The damage from the baggage of trauma, regret, and the hurt of humans was more than the toll from the 2015 earthquake, which took almost nine thousand lives. From the ashes of war, a seed of hope planted eighty years ago offered the planet one promise – that peace is possible. Are we there yet?

It is the first time that a gaming App was used to pick a Prime Minister anywhere in the world.

The financial losses during the protest could amount to £15.6bn or $21.3bn. Nepal is a fledgling democracy. In 2008, it became a republic, after a decade-long Maoist-led civil war that took the lives of more than seventeen thousand people. But the promised sumptuousness and stability have not been realised for all. Fourteen governments have ruled Nepal in seventeen years, and none have completed full term.

Nepal’s GDP per capita remained under $1,500, making it the second poorest country in South Asia, behind only Afghanistan. About fourteen per cent of the population is employed overseas. In Albania, to tackle corruption in public finance, the state has created the world’s first AI-generated Minister of Government. The AI-generated Minister will provide oversight of Public Tenders. Prime Minister Edi Rama presented “Diella,” which means “sun” in Albanian, to his cabinet.

This is the first cabinet member of a government who is not physically present, and is not required to be. The AI-generated member of the Government of Albania will be entrusted with all decisions on public tenders. The AI-powered virtual assistant – resembling a lady in traditional Albanian costume – will make every public fund submitted to the tender procedure transparent, and the tendering process corruption-free. Since the launch of Diella, thirty-six thousand digital documents have been issued, and Diella has provided nearly one thousand services.

The aim is to eradicate corruption in Albania in public administration, and to prepare Albania in its bid to join the European Union. The Honourable Edi Rama, Prime Minister of Albania aspires to lead the Balkan state of 2.8 million citizens into the Customs Union of European States by 2030.
